The CAPSEJUST Program aimed to strengthen the institutional capacities of Guatemala’s justice and security sector through the provision of specialized technical assistance, the organization of training activities, and large-scale logistical support.
The project directly contributed to the implementation of public policies focused on advancing the structural reform of the justice and security sector, supporting national efforts to reduce impunity rates in line with the priorities established in the National Agreement for the Advancement of Security and Justice.
Originally planned for 18 months, the program was extended to 32 months, reflecting both its relevance and the broad impact achieved in strengthening institutional capacities across the country.
BOLEO GLOBAL’s Role
The technical proposal was developed by Jesús Bores Lazo, Managing Partner of BOLEO GLOBAL, who served as Team Leader within the consortium led by PROATEC.
Through this role, BOLEO GLOBAL played a key part in the strategic and operational coordination of the project, leading:
a permanent technical team of 12 specialized professionals,
more than 100 national and international experts and trainers,
operational coordination with beneficiary justice and security institutions,
and institutional coordination with the SEJUST Program ATI team and the European Union Delegation in Guatemala.
BOLEO GLOBAL participated with a 20% share in the implementing consortium, contributing directly to the design, implementation, and technical quality of the program.
Main Results and Impact
The program implemented a total of 96 technical and training activities, significantly exceeding the initial objectives established in the terms of reference.

More than 7,800 justice sector professionals trained, compared to the 3,000 initially planned.
Activities implemented both in Guatemala City and across multiple regions of the country.
Strengthening of institutional capacities in key areas such as:
migration,
human trafficking,
border management,
child protection,
citizen security,
and institutional reform and strengthening.
Activities Implemented
The program adopted a multidisciplinary approach combining technical assistance and capacity building through:
specialized technical training,
practical institutional strengthening workshops,
advanced training courses,
international exchange programs,
high-level congresses and seminars,
technical assistance to sector institutions,
and preparation of specialized studies, analyses, and publications.
Added Value of the Project
The methodological approach of the program not only facilitated knowledge transfer but also strengthened real operational capacities within beneficiary institutions, generating sustainable long-term impact.
BOLEO GLOBAL contributed international experience, coordination capacity, and a strong technical structure for the management of complex European Union-funded projects, ensuring quality, efficient implementation, and a strong results-oriented approach.
