International opportunities are built through long-term relationships. The most valuable opportunities rarely emerge from published calls alone; by the time they do, much of the groundwork has already been done. With this approach, Jesús Bores-Lazo, Managing Partner of BOLEO GLOBAL, carried out an extensive institutional and business agenda in Costa Rica and Panama over recent weeks. Supported by Andalucía TRADE, the mission focused on strengthening strategic partnerships linked to the Andalusian Technology Corporation (CTA) and expanding collaboration across the region.
Central America: a strategic region for multilateral investment
Costa Rica and Panama have become two of Central America’s leading hubs for international investment and development cooperation. Investment in infrastructure, the energy transition, digital transformation and institutional strengthening is driving an increasing number of projects financed by national governments and multilateral organisations.
Against this backdrop, a significant part of the mission focused on engaging with international financial institutions and multilateral development banks, including the Central American Bank for Economic Integration (CABEI), the Inter-American Development Bank (IDB), CAF – Development Bank of Latin America and the Caribbean, and the United Nations in Costa Rica.
These organisations play a central role in financing projects across the region and provide valuable insight into investment priorities, funding trends and emerging opportunities of interest to Spanish organisations and businesses.
Building partnerships on the ground
The agenda also included meetings with key organisations that help shape the economic and institutional landscape of both countries. Discussions were held with representatives from ICEX Spain Trade and Investment, the Economic and Commercial Office of Spain in Panama, the Official Spanish Chamber of Commerce in Panama, the Costa Rican Chamber of Commerce, PROCOMER and the Superintendence of Telecommunications of Costa Rica (SUTEL), among other institutions.
The mission also strengthened relationships with regional partners and specialised organisations, including Arrocha & Co. Abogados, RE Responsabilidad y Estrategia, Innovaciones Ambientales CR, CDG Environmental Advisors, Dicapa Logistics, the School of Social Economy and Sfera Legal Costa Rica, further expanding BOLEO GLOBAL’s network across Central America.
