Security, justice and institutional capacity building

CAPSEJUST - Security and justice capacity building in Guatemala

 

The objective of the project was to support the implementation of policies aimed at promoting and consolidating the structural reform process of the justice and security sector, and to contribute to reducing the high levels of impunity, in line with the priorities established in the National Agreement for the Advancement of Security and Justice. This work was framed within the commitment to strengthening democratic institutions, a fundamental pillar for creating an environment conducive to sustainable investment and inclusive economic development.

The project implemented a total of 96 activities, organised and carried out on the basis of technical sheets prepared by the SEJUST Programme. These activities encompassed training sessions, workshops, specialisation courses, experience exchanges, conferences, and other educational and technical assistance actions, all aimed at building the capacity of justice sector stakeholders.

The methodological approach was characterised by its diversity and adaptability, integrating numerous sub-activities within each action, and by its ongoing coordination with the beneficiary institutions (ICMS, OJ, INACIF, MP, IDPP, SBS, SP, UPCV, and CICIG). Implementation was based on direct and continuous coordination between the technical team, the SEJUST Programme managers, and the European Union Delegation in Guatemala, ensuring delivery aligned with the country's priorities.

The technical proposal was developed by Jesús Bores Lazo, managing partner of BOLEO GLOBAL, who also took on the role of Team Leader. He coordinated a core team of 20 people and a network of more than 100 trainers and experts, comprehensively managing relations with the beneficiary, the ATI team of the SEJUST Programme, and the EU Delegation. A total of 96 activities were carried out, surpassing the initial target of 3,000 participants and reaching a total of 7,854 justice sector operators.
